On May 31, the World Health Organization (WHO) released an 86-page report calling for governments, civil society and other partners to enact policies for plain packaging as a tobacco control measure. Plain packaging, which combats the glamour of tobacco, is “appropriate for a product that kills people,” said WHO director Margaret Chan. In 2012, Australia became the first WHO member to adopt plain packaging.
